FEDERAL SOLAR TAX CREDIT
The federal government currently offers a 30% solar tax credit (also known as the Investment Tax Credit, or ITC).
This solar tax credit is unlimited and covers 30% of all expenses related to your solar installation. This includes labor, materials, as well as battery backup/energy storage if installed alongside solar panels. The solar tax credit can be carried over for up to 3 years if your tax liability is not enough to use the full tax credit.
ENERGY TRUST OF OREGON SOLAR & BATTERY REBATES
The Energy Trust of Oregon offers a $1,000 solar rebate for Pacific Power customers and a $1,200 solar rebate for Portland General Electric (PGE) who install solar panels.
ETO also provides battery storage incentives for Pacific Power and PGE customers. Pacific Power and PGE customers can receive $500/kWh of storage (up to $6,000), or if they qualify as low-income, PGE customers can receive up to $1,000/kWh (up to $13,000) and Pacific Power customers can receive up to $750/kWh (up to $10,000) for installing battery storage.

SOLAR WITHIN REACH REBATE
Solar Within Reach is a solar incentive program for income-eligible Oregon residents. Solar Within Reach is run by Energy Trust of Oregon (ETO) and provides elevated incentive rates for households that meet certain income requirements.
Qualifying Portland General Electric customers will receive a $1.20 per Watt discount on their solar installation, with a maximum discount of $7,200 per home.
Qualifying Pacific Power customers will receive $1.00 per Watt discount on their solar installation with a maximum discount of $6,000 per home.
Battery Incentive
ETO Solar Within Reach also provides incentives for battery backup/energy storage.
Both Pacific Power and PGE customers can receive $500/kWh of storage (up to $6,000). If they qualify as low-income, PGE customers can receive up to $1,000/kWh (up to $13,000) and Pacific Power customers can receive up to $750/kWh (up to $10,000) for installing battery storage.
To qualify for Solar Within Reach, homeowners must:
- Be a Pacific Power or Portland General Electric customer
- Have gross annual income at or below the income threshold for their household size (see chart)

SOLAR + STORAGE REBATE
Solar + Storage is a rebate program run by the Oregon Department of Energy. The program makes solar and\or battery installs more affordable for Oregon residents.
To qualify for the Solar + Storage Rebate, you must be an Oregon resident who meets income guidelines (see chart) or be eligible for (not necessarily enrolled in) one of the following programs:
- Low Income Home Energy Assistance Program (LIHEAP)
- Oregon Energy Assistance Program
- Low Income Weatherization Assistance Program
- Supplemental Nutrition Assistance Program (SNAP)
- Oregon Health Plan (OHP) (Medicaid)
- Children’s Health Insurance Program (CHIP)
Rebate rates for solar installs are determined based on income levels:
- Low-income and middle-income residents: $1.80 per Watt (DC) of installed capacity, up to 60 percent of the net cost or $5,000, whichever is less
- Residents not low- or moderate-income but are eligible for utility incentive: $0.20 per watt DC installed capacity, up to 40% of costs or $5,000 (whichever is lower).
- Residents not low- or moderate-income and not eligible for utility incentive: $0.50 per watt DC installed capacity, up to 40% of costs or $5,000 (whichever is lower).
Note: The 30 percent Federal Investment Tax Credit (ITC) is not considered a utility incentive.
Rebate rates for energy storage are as follows:
- Low-income or middle-income residents: $300 per kilowatt hour of installed storage capacity, up to 60 percent of the net energy storage system cost or $2,500, whichever is less

Salem Electric Cooperative customers can qualify for a solar rebate worth $300 per kilowatt (kW) installed, up to $1,500 maximum or 50% of total project cost (whichever is less).
To qualify, a Salem Electric customer must:
- Work with Oregon Dept. of Energy approved contractor (Green Ridge Solar is an approved ODOE contractor).
- Obtain at least two bids.
- Have solar designs approved by Salem Electric engineering team

SALEM ELECTRIC EV CHARGER REBATE
Salem Electric Cooperative customers can receive a $500 rebate for installing an EV charger at their home.
To qualify, a Salem Electric customer must:
- Work with Oregon Dept. of Energy approved contractor (Green Ridge Solar is an approved ODOE contractor).
- Have WiFi access for EV charger
- Install Level 2 ChargePoint EV charger
- Provide make and model details of EVs associated with the address

ASHLAND ELECTRIC SOLAR REBATE
The city of Ashland, Oregon, offers a $600 rebate for residents who install solar panels.
To qualify, an Ashland resident must:
- Own or be a tenant of the facility where solar will be installed
- Install solar panel system that is at least 2.5 kW with total solar resource fractions (TSRFs) of at least 75% (Green Ridge Solar calculates this for you, don’t worry)
- Be connected to grid and obtain/pass all permits and inspections

EWEB SOLAR REBATE
The Eugene Water and Electric Board (EWEB) offers residential customers a rebate of $0.40 per Watt of installed solar panels, with a maximum rebate of $2,500. EWEB also offers solar rebates for nonprofit, government and public entities at $0.50 per Watt of installed solar panels, with a maximum of $12,500.
To qualify, an EWEB customer must:
- Work with Oregon Dept. of Energy approved contractor (Green Ridge Solar is an approved ODOE contractor)
- Receive at least two bids

The Central Lincoln Public Utility District (PUD) offers a solar rebate of $500 per kW(DC) of solar panels installed, with a maximum solar rebate of $2,000.

- Sign a net-metering agreement and agree to the application of rate schedules
- Contractor must submit interconnection and incentive application before solar panels are installed

CENTRAL LINCOLN PUD BATTERY REBATE
The Central Lincoln Public Utility District (PUD) offers a battery backup/storage rebate up to $2,000.
To qualify, Central Lincoln PUD customers must:
- Own or be a tenant of the facility where solar will be installed
- Sign a net-metering agreement and agree to the application of rate schedules
- Battery must be purchased and installed by same contractor
- Battery must have 1 kW(DC) of nameplate capacity for every 5 kWh or battery storage
- Contractor must submit interconnection and incentive application before solar panels are installed
