Pacific Power (PacifiCorp) requests to raise electricity rates by 14.9% in 2025 in Oregon

Pacific Power (PacifiCorp) has requested a rate hike of 14.9% in 2025 for residential energy prices. Energy rates for commercial customers are also expected to rise. This comes after several years of steep rate hikes by Pacific Power.

How Much Could Pacific Power Raise Rates for 2025? 

Pacific Power is requesting to raise residential energy rates by 14.9% for 2025. This increase will increase the average Oregon resident’s energy bill an estimated $22 per month. This could mean an estimated $264 more per year spent on energy. 

Pacific Power’s 14.9% energy rate hike follows several previous rate hikes: 12.9% increase in 2024, 21% increase in 2023, and 15% increase in 2022.

Why Does Pacific Power Want To Raise Energy Rates

Pacific Power cited several factors contributing to the need for a rate increase, including costs associated with wildfire prevention, investment in infrastructure upgrades, and renewable energy project development.

Wildfire Prevention

In light of massive and historic wildfires in Oregon in 2020, Oregon utilities have been pressured to improve their practices, procedures, and equipment. Pacific Power Customer Push Back Against Rate Hike

Many Pacific Power customers have expressed dismay about numerous rate hikes in recent years. And the Oregon Citizens Utility Board, a consumer advocacy group, is pushing back against Pacific Power’s recent request for 2025 rate hikes.

Bob Jenks, Executive Director of Oregon CUB, said his organization is concerned about the impacts of Pacific Power’s proposed 2025 rate hike.

“It’s gonna cause a lot of damage,” he told OPB. “It’s gonna be really difficult for customers to absorb this, particularly in the middle of winter.”
